I forced myself to read the **** and discovered that the 60% on full benefit entitlement referred to HOUSING ASSOCIATION tenants, not Council House tenants.  There is a lame comment along the lines of &quot;and the same may apply to council house tenants&quot;. They also use a very odd word in linking the story to the Shameless tv programme, along the lines of &quot;council house tenants as typified by the characters in Shameless&quot;.  Er, I don&#039;t think Shameless is meant to represent typical council tenants.

So, a load of steaming XXXX basically.</description>
