Listen to music – probably depressive suicide-prone nutters.
Protest against injustice – lazy dirty hippies.
Get a job – no work ethic these days.
Play computer games – will go mad & shoot someone.
Care for the environment – see hippies above.
Drink – typical Labour as kids didn’t drink before 1997.
Like science – nerds.
Like the Internet – probably talking to paedos on Facebook.
Play outside – probably causing trouble.
Eat food – fat chavs.
Eat healthily – probably anorexic.
Watch telly – why aren’t they outside playing???

The bin story only refers to two councils (cambridge and leicester) and the £500 can only be issued if 4 or 5 adults live in the property. And they ignore warning letters. And their bin blocks the footpath. Hasn’t stopped nearly 400 responses though
regarding the main headline: if you actually read Chapter 2 of the OECD report (Chapter 2 includes bar charts for the 20 criteria studied – plus a couple relating to migrant children which I didn’t look at closely) then the UK scores better than most for underage smoking: 9th out of 24 OECD countries for which data is available.
I had a closer look at the pdf chapter 2 overall and did some rudimentary analysis of my own. and I found that the UK is placed in the top (i.e. good) third in four of these criteria, in the middle third in nine criteria, and in the bottom third in seven. Overall the average UK placing in all these criteria was 16th – out of 30 countries in the OECD. But I guess UK COMPLETELY AVERAGE AMONG DEVELOPED NATIONS isn’t a sufficiently dramatic headline and doesn’t allow Daily Mail readers to indulge in their bizarre fantasies about how Britain is somehow akin to Somalia/Afghanistan/Zimbabwe rolled into one.

Isn’t the OECD study the one that shows that that children raised by single parents are on the whole no worse off than those raised by two? I should have guessed the Mail would choose to ignore that.
I suppose it’s too much to ask for some well thought out analysis of the root causes of social issues. Much easier to tag a banner of ‘bad parenting’ on the matter.
