I think the clue to the obsession with bins is in the word “Families”: it’s just a handy way of suggesting “ordinary, hard working families” are being subjected to mindless bureaucracy. How much truth there is in these stories is, as always, anybody’s guess.
It’s because ‘Families’ implies a set of images and attitudes, largely positive and wholesome. It implies that whoever is doing this terrible thing is knowingly hurting poor defenceless children (boo hiss). It also implies that those faceless bureaucrats do not have families themselves (plenty of the stereotyping of bureaucrats and ‘jobsworths’ is to make them seem either sexless or, if female, lesbian) and therefore do not comprehend the pressure that the ‘family’ is under. Or do not care. It’s all related to the entire “Speaking as a mother” thing, as if spitting out a whelp from between your thighs automatically gives you any insight into anything.
The DM/DE would have people believe that a secret war is being waged on people and the services/treatment they get, based on their sexuality, race, religion, marital status, family (or lack of it), accent, and a million other things. What it never comes out and says is that generally speaking, the only factor that really affects your life and what services/treatment you can access or receive, is how much money you have.
And of course we’re all members of families. So taken at face value we’re all under attack and the Mail is valiantly defending our interests!

As a bureaucrat myself, I can only lament the lack of lesbians in the civil service. Particularly the smoking hot leggy lesbians like on those films….
