When I was in sixth form, Gummer came to my (private, church-funded) school to give a speech in favour of compulsory Christian worship in state schools. His argument was so terrible he was slow-handclapped, and eventually he walked off in a huff. And that was a potentially receptive audience.

Ministerial talent didn't run deep in the late-Thatcher years.

He does have an obscure law named after him, though. He enacted a piece of planning legislation, which permits mega-mansions to be built outside settlement boundaries if they are of sufficient architectural merit. Gummers Law later became embedded in the eloquently-named PPS7, covering 'Sustainable Development in Rural Areas'.

Mainly because Thatcher was paranoid about anyone who might be a potential rival to her. That said, she was up to that back in 1982.
