I know you'll think I a snob and picking on you, but I've read that sentence four times and still can't fathom what it is you're trying to say. What is it that the BBC have proved people do? Exist? Or is it supposed to say "providing"? Or something else entirely? I have honestly no idea.

As it could equally well be missing the words "do exist"* from the end, then no it isn't.

We are left to guess what she might have meant.
