It's not meant to be pixelated, is it?

Looks like they've just nicked a small pic of the Web somewhere and tried to use it at a large size.

In that case shouldn't the title be: "I work at a newspaper but I'm crap at my job and shouldn't be let anywhere near imaging or page layout in any way but it's alright because no-one gives a shit about quality anymore nor has anyone invested in any type of training whatsoever for the past 20 years and anyone who owns the most rudimentary PC loaded with the worst software imaginable can nowadays claim to be an artist and probably get away with it, too" ?

It's either (a) supposed to be pixellated and done badly by the image department or (b) not supposed to be pixellated and badly resized by the picture department. Either way the picture department fucked up.
