To be fair to Owen Jones, I wouldn't bracket him with Laurie Penny. He might be a media-friendly Oxbridge type but I think his politics are pretty sound (isn't he involved in the LRC?) and his heart's in the right place. I have to say I find Penny's stuff largely unreadable and juvenile, though. It wouldn't surprise me in the slightest if she turned into some Julie Burchill-style reactionary in another 10 years or so, once her 'voice of the yoof' schtick has run out of steam.

She has written a couple of books, one of which is amusingly dismantled here.

She's saying that in a time of austerity the government needs to use authoritarian methods to suppress opposition, and that this is now happening. She gives some examples.
