Sorry but I blame the parents - Or lack of parents around. Mums should be at home with the kids and the men working like the old days. If women want to work forget the kids.. Most parents are out working all day and don't know what the kids are up too.

Sooner or later society is going to have to face up to making a fundamental choice 1) be prepared to take large numbers of children permanently away from hopeless parents/environments and spend vast amounts of money on one-to-one remedial care/education for 10 years or 2) kill the notion that it is an unassailable human right for ANYONE to have children. My guess is 1) will never happen because the rest of society will not commit to spending the money and 2) won't be considered until large areas of the country become no-go zones - and by then it'll be far far too late
