the headline and intro are reader-baiting, this, for once, isn't paragraph 19. It's the beginning of the story. Later on an expert re-emphasises that Northern Ireland is the source of the extra risk.
So who do the readers blame? An ex-prime minister who helped reduce violence in Northern Ireland!

Walls around the coastline might not help with the Continuity IRA, Dave. And a 30-foot wall might not do much for the tourist industry in the town of my birth (alas not yet free of morons, it seems).
