But it was obvious that the 'alliance' would have to take out air defence systems, missile sites and so on. It's just a case of whether or not they are also blatting other ground targets - which it seems they are.

It's tricky from the Spanish perspective, and I imagine the same goes for Italy and perhaps France: Libya is just across a stretch of water from the South, Tripoli is under 1500 kilometres away from Valencia. The socialist government has reluctantly accepted the necessity for some measures on a kind of 'sphere of influence' - Monroe doctrinish basis, in that it really is happening in our back yard. Mediterannean stability is obviously very important in realpolitik terms but also because people are beginning to recognise that, religion apart, the culture of the Mediterranean coast is remarkably similar all the way round. Libyans and Spanish live remarkably similar lives in many ways. And theolder Spanish know what living under a dictatorship that won't go away is like.

So evening up the odds for a popular revolution to take place by surgically grounding the Loyalist airforce is appealing, though nobody has thought it through in terms of AA batteries in civilian areas and so on. I doubt if getting bogged down in a civil war will prove popular.

Whenever there's a "war" I'm always reminded of The Day Today episode where war is declared. Classic.
