Interesting! Gavin Allen tends to be a journeyman, not really specialising in any one sort of article, so presumable copped this as an assignment. Clearly the subbie only read the first couple of paras.

Down the bottom there is a nice use of 'insisted' as a weasel word when what he meant was 'stated' so as to imply incompetence on the part of the Highways Agency.
