Surely it's the council's job to remove it, right? It's a missed opportunity for a sadface. "Council won't take my rubbish away despite the fact that I've lobbed it all outside without bothering to bag and sort it". I guess he fails the PLU test. In Thailand, you have six refuse collections per day and it only costs 20p a year. Or something.

EDIT: I'd be happy to come round and burn those Daily Mails for him. :D
