I have a mate who wears a hooded top. Keeps him warm and relatively dry in rain. He's not a "feral youth", not going to mug or murder anyone, doesn't carry a gun. Just likesd to keep himself unnoticed.

But yeah, let's ban all hoodies, that'll stop all crime.

I have an idea. Why don't we ban all births worldwide too. Crime will be 100% ridded within a century.
