I think the circuit breaker is a good idea but can it be done in 2-3 weeks? You can reduce cases a lot but can you fix test and trace in that time? If cases just rise again afterwards, are you going to get the compliance you need when you lockdown again?

Tough call for someone. Shame we've got Larry Sanders in charge.
