Now hang on a minute; how is this different to what we have at the moment, or is this Classic Dom's attack on the ORR and Network Rail? Or have they actually realised that the current system genuinely doesn't work?
Mr Shapps' new system, which he will likely oversee as part of a board, would give control of fares and timetables to ministers.

Shapps has spent the last couple of weeks giving interviews from his office at home, defending the indefensible so Boris will probably be quite pleased if Shapps is confined to home when he returns from holiday because he will be the go to minister for media briefings for most of August.
