I assume TfL have told Khan this. Sometimes organizations like this do bullshit because they don't want to do the work. See for example British Rail gave Michael Portillo some very large figure for repairing the Ribblesdale Viaduct. Portillo, who was a serious man (stupid rhetorical flourishes aside), looked into it and this enabled the line to be saved. Bailey, who isn't a serious man, probably hasn't thought of asking TFL and wouldn't understand the figures they sent him.He said it was impossible to “retro-fit” cameras as each train’s existing power supply was too low.
Bailey's not been in any hurry to share his own "proposals". Except that he wants the congestion charge put back to what it was, apparently raising zero extra.On Twitter, Mr Bailey has said the “government asked for proposals” regarding the congestion charge but “it was his choice to [increase the charge].”
While this is technically accurate, it is misleading for Mr Bailey to suggest, therefore, that TfL could have proposed a rise in the congestion charge, and then kept the fee as it was, while still receiving the government bailout under the terms set out.
Mr Bailey has also claimed that the Mayor’s consultation on the increase ran for too short a period, or that there was no consultation. The consultation appeared to run for around five days between 1 June and 4 June.
