Institute? That sounds a bit like a university. They've been moving teacher training from universities for years.
I seem to remember that Institute is a protected title.
Place actually has to produce some peer reviewed research and the like.

One of those Bufton Street think tanks got reprimanded when it awarded itself institute status.
(One of the Atlantic bridge type ones if my memory is working at all).

Now that schools are closed to most pupils for the next 6 weeks what are schools going to do with all the Covid testing kits that Williamson sent them all today. The caretakers spent most of today turning one of our gyms into a testing centre for testing pupils and staff I don't think they will be impressed to find that it was a complete waste of time.

I was hearing rumours today that Williamson is going to announce tomorrow that all SEN pupils with EHC plans/Statements must go into school during lockdown. Such a move will really create problems in many schools because at the moment all teaching staff are teaching on-line either from home or from classrooms so all the vulnerable pupils and vulnerable pupils are being supervised by pastoral staff and teaching assistance so there is very little slack in the system and schools would definitely struggle to provide one to one support to pupils with significant additional needs. Many parents of SEN pupils don't want to send their kids in because many autistic pupils really struggle with all the social distancing procedures.

Williamson (and I suspect the DfE in Gove's image) has only the sketchiest idea of how schools work, and the blind faith of the utterly fucking clueless that if they issue an order some underling somewhere will be able to obey it.
