When you read the article he was only talking to the guy sculptering the wood. Sounds like the headmaster is after his 15 mins of fame.

So, if you read the story, he lives near the school and was talking to a sculptor friend outside as he was collecting wood from him. He waved at the children and the headmaster shook his hand and asked him to politely leave the drop off point where he was standing outside. He committed no crime here but he should try to avoid schools.
