This is their method to redistribute wealth. It's genius. Wait until people are so desperate that their only option is theft, then change policing so they are less likely to be caught, and they can feed themselves through the sales of nicked iPads and sentimentally priceless jewellery.

Added bonus. Some people who are burgled might feel so violated that they feel they have to move, thus stimulating the housing market.

I wonder how much fury there would be if a soldier had been charged with murdering unarmed English civilians in England 50 years ago. Apparently some UK citizens' lives are worth less than others.
