I sense that for all he claims to have an encyclopedic knowledge of his favourite shows, Dickie's viewing them through a heavy nostalgia filter. I agree with you and LJB that The Bill, The Sweeney etc could be more subtle than one might think, but it's fairly clear from Dickie's outpourings, he's the sort of cunt who'd rename Red Riding The Good Old Days.
For him it's all about expressions of rather crude, blokey masculinity. Be it bacon banjos or defiantly smoking, laughing at 'soft' people or waxing lyrical over the days when Nick Berry and Mr Derek would give Greengrass a working over in the cells, it all comes from the same space. The days when the white English bloke had an automatic leg up are coming to a close and he can't handle it.
