My understanding of it, in the pejorative sense, is aggressive physical intrusion. Sure, a paparazzo simply takes vanilla shots of celebs in the wild but I think the term has evolved to really mean behaviour that is anything from irritating right up to being downright intimidation.

Just in case you haven't: United Airlines overbooked their flight, as airlines commonly do. Randomly selected passengers to bump off (after already having got onto the plane). Video emerges of them very forcefully dragging a man out of his seat, cutting his face in the process, and then dragging him, bloodied, down the aisle and off the plane.

Massive backlash against United. Everyone is understandably appalled by viciousness of it all. It was a disgrace.

So the Daily Mail decided to go with a smear campaign against the victim. Absolutely nothing to do with the incident. Just an outright vindictive smear campaign against somebody who's been assaulted:

To make matters worse (or better?) there is a building rumour that the Daily Mail have in fact got the wrong person.

Maybe I'm being overly sensitive here and reading too much into it, but to me this is taking a tragic incident about a young lad who has been battling with depression and turning it into "Snowflakes can't even handle losing their iPhones these days" headline.
