A right lot of rubbish here. He's apparently arguing for indefinite sentences:

As ever, he's found some small project that's had amazing results. We don't know anything about this- the people on it could be selected as the most promising ones. And it sounds expensive- imprisoning young offenders is even more pricy than imprisoning adults. And they apparently have a special officer attached to them.
Still, the grandstanding is what's important, isn't it?

Where the money for the extra prison places come from, he doesn't say. Nor the extra probation officers, nor the extra Parole Board work. At least Cameron and Clarke have a budget in mind- smaller prison population, fewer trials because of more guilty pleas- more money for other things. Johnson doesn't. He wants a tax cut for high earners too, so he'd presumably have less to spend than the government do."Prison should change people and if it doesn't they shouldn't be let out. It's the only way we can stop the revolving door of criminality."
